A Strategic Approach to Equitable Education

This document outlines the Gender-Responsive Education Budgeting (GREB) Framework for Kano State, developed in partnership with the Kano State Government, The Kano State Ministry of Education supported by Malala Fund. It represents a critical, data-driven strategy to ensure that education resources are allocated equitably, effectively, and inclusively, specifically addressing the persistent gender disparities faced by girls in the region.

The Challenge

Kano State, despite its commitment to free and compulsory basic education, faces major challenges in keeping pace with its high population growth rate. While initial primary enrollment for girls is strong, their participation significantly drops at the secondary and tertiary levels.

The key barriers preventing girls from accessing and completing quality education include:

The Solution: Why GREB is Crucial

The GREB Framework is an innovative tool designed to ensure that every Naira allocated to education is invested with a gender-sensitive lens. The goal is to move beyond simply increasing the education budget to ensuring the budget actively promotes equity, efficiency, and effectiveness.

By integrating a gender perspective into the entire budgeting process, the framework aims to achieve the following core objectives:

  1. Promote Gender Equity: Design budgets to address gender gaps in enrollment, retention, and transition rates.
  2. Enhance Access & Quality: Allocate targeted resources for improved infrastructure, including WASH facilities, security measures, and the recruitment of more female teachers and role models.
  3. Empower Girls: Use funds for financial support, scholarships, and transportation to remove economic and physical barriers, especially for girls in rural and marginalized communities.
  4. Data-Driven Decision Making: Mandate the use of accurate, gender-disaggregated data (on enrollment, completion rates, learning outcomes) to track progress and make evidence-based budget adjustments.

Guiding Principles

The framework is built on a foundation of five key principles:

  1. Legal and Policy Context: Alignment with international (CEDAW, SDGs) and national (National Gender Policy) commitments.
  2. Current Educational Landscape: Direct, targeted interventions based on the realities of high dropout rates for girls.
  3. Economic and Social Benefits: Recognizing that investing in girls’ education yields substantial returns, including higher labor force participation and improved family well-being.
  4. Stakeholder Engagement: Ensuring the active involvement of government, community leaders, and civil society to prioritize gender-specific needs.
  5. Data-Driven Decision Making: Relying on metrics to identify gaps and ensure accountability in resource allocation.

The GREB Framework is Kano State’s commitment to creating an education system that is truly inclusive, equitable, and responsive to the needs of every student, maximizing the potential of all its children.
